Place all of the ingredients for the Frappuccino in a blender pitcher. Start on low, and gradually increase the speed to high. Blend until the ice cubes are well crushed, the drink is thick, and the chocolate chips are in small pieces but not completely pulverized.
If you find that the chocolate chips and wafer cookie are disintegrating before the ice is properly chopped, you can add those after the other ingredients have been blended for a bit.
Pour into a 20-24 ounce glass. You could also divide it between 2 12-ounce glasses.
Place the cream, sugar, and vanilla extract in a small measuring cup or glass. Whip with a hand held milk frother until desired thickness is reached. Scoop or pipe that over your frappuccino.
Drizzle chocolate syrup on top if desired. Drink immediately.
